If this is the first time you played a Boring Village this turn, +1 card.

This card is kind of between Necropolis and Village for me.

It serves mostly as a standard Village you can only have one copy of. It's good on a board where you happen to start 5/2 and there is no other 2 card you would want to (or can) buy, because then the opportunity cost of buying a village early is void. Buying multiples of this card is probably a bad idea, but multiples still give you extra actions so it might have a home in an engine if the kingdom has a lot of terminals and no other village.

However, the card is not very compelling.

You may trash a Victory card from your hand.

Useful in the early game for ridding yourself of a couple Estates and then it's just a cantrip. Also not very compelling. I liken it to Pearl Diver: a cantrip with marginal extra utility.

Both cards really need to get more interesting in my opinion.

My advice for designing a card: First think of an effect and price it afterwards. If you start with the cost, you are more likely to get boring cards.

Compared to Great Hall which is a must-buy on Shelters boards, Estate trashing cantrip looks a bit stronger (not on Shelters boards though).

Well, cantrip Victory trashing is far, far worse than "regular" cantrip trashing. My main concern is that in the majority of games, there will be more of these than there will be cards to use them on.
