I did read your entire wall, and I agreed with all but one conclusion.  I do not think the watcher is neutered if scum "hides" (which I take it to mean "never targets the IC").

When scum hides, it triggers the Watcher to see less than expected results.  Whether that and the ensuing need to claim is good/bad is a fair argument, I don't think the Watcher is neutered.

After a quick reread, I am mostly null on everyone because setup discussion is not the most informative thing ever, but:

-Ashersky: being Ashersky. Of note are him deliberately calling for using the OP colour list for the colour plan (saying it would draw reactions) and switching from colour plan to colour plan N1 only, which seems like a way to extend setup discussion to D2 too. Null-mildly scummy.
-witherweaver: being wishy-washy not only about which plan is better (which most everyone was), but also about whether having no plan at all was ok. Mildly scummy.
-Awaclus: obvtown.
-ADK: mildly towny, but that's mostly gut.
-silverspawn: hasn't done anything weird yet, which in itself is weird.
-Faust: mild townread from fighting for the dice plan. But I am wary of giving townreads to people who agree with me...

-EFHW: no read. Very safe posting.
