There are some issues here. First, +cards are always written before +actions. Second, the way it's worded, each player gains curses each shuffle even if they never bought a Haunted Village, and I'm not sure if it's intentional. If it is intentional, then the card is also ridiculously powerful. If it's not intentional, it causes more issues since there's no way of knowing which players have Haunted Villages.

Actually, there are more problems. Phrases below horizontal lines mean it's a general rule. They always apply, the card doesn't need to be in the game. Also, "gain a curse" is probably not defined here, because it's not clear whom it's addressing. Everyone? Then each player gains a curse whenever someone else is shuffling..

okay, so, a fixed version looks like this:

Haunted Village - Action - 4$
+1 Card
+2 Actions
You may trash a card from your hand.
----
Whenever a player shuffles his deck, each player who gained a Haunted Village this game gains a curse.

That way the effect doesn't stack. If you want it to stack, you'd have to say "gains a curse per Haunted Village in his deck". That causes tracking problems though. And it's really weak too. And it gets worse in 3+ player.

Very powerful then, since you can just avoid shuffling while it's in play when you need to. Also, it would probably be better to only trigger when "you" shuffle, not any player, because the only time other players will shuffle while this is in play is when it's a combo with a few other cards.

What about an extended duration card which stays in play for the rest of the game and gives you +1 Action and you may trash a card from your hand at the start of each turn, and makes you gain a Curse whenever you shuffle with it in play?

At all, I think. I mean, maybe it's OK at a high price like $7+ but I don't know.

The specifics are less important than that it's an idea for how to make "gain a Curse when you shuffle" work. You could remove the +1 Action, or make you gain a Copper as well. At the end of the day it could be a lost cause due to people forgetting to actually do it.

What if you played around with it and made it a Duration (doing something on the next turn), and then when you discard it from play, gain a Curse?

So the Curse effect is delayed.. you get to trash a card from your hand now and replace it with a Curse, but you don't get the Curse until the end of next turn.  Once Curses are out, the effect can be used to clean up your deck.  It probably needs more than a simple Village and trash, but some amount of bonus may equalize the delayed Curse.
