Aside from a few combos, this is usually worse than +1 card +1 action... a card which, aside from a few combos, you usually don't want in your deck; it's just less painful junk.
Actually, aside from a few nombos (which are fairly common, though — terminal draw and opponent's discarding attacks), you want it in your deck. Gives you better control over your reshuffles.
It's also worth noting that against discarding attacks, you lose some of that extra control over your reshuffles, since you can no longer decide if or not you want to play the cantrip if it's in your discard pile and not in your hand — it always slows your cycling this way, which is often less desirable than always cycling faster.

This card costs 0 and empties two supply piles when it is bought. That is going to lead to some serious three pile abuse with extra buys, four player games, traders, goons, and ambassador games. Death carts also empty two piles but they give a rush economy.

Right, this could work at $2. It's similar to Dungeon (which cost $3). Compared to Dungeon, it replaces 3 terminal draws by one non-terminal draw, but it lets you choose the cards to discard/trash from 5 instead of 4.
It's a cantrip trasher that you usually don't want to spam because then the discarding hurts you more, so in principle it's an interesting card. I expect it to be a bit worse than Lookout (which leaves you with one more card in hand), so okay at $2.
