Is there a way to tell if shelters are in use in Goko without having one in your hand? I have been burned on a few 5/2 openings buying a card that is weaker with shelters. The big one is Rebuild but there are others like Jester and Upgrade.

Rebuild is not the big one.  Jester and Upgrade are much bigger.  Rebuild is harmed if you happen to draw it with your OE during the first reshuffle, but you can buy an estate to reduce the chance of rebuild miss.  don't have the cite, but simulations seem to suggest that rebuild is not significantly harmed by shelters, although on a 5/2 opener I'm not so sure.
