One time, when I played an IRL game, one of my $4s (don't remember what) got Swindled into Scout. I played that Scout twice, and both times it picked up 2 Victory cards, which was nice.
I feel it's the opportunity cost that makes it horrible, because the benefit is so incredibly marginal in comparison to everything else. I can't remember the last time I bought Scout on purpose.
