So far, I only found 3 cards that fit my rule. There may be more but definitely not many.
Could you respond to Liopoil's rule guess then - ie. by telling us one of the yes cards?  Them's the rules.

I'm not really getting what Liopoil's rule is, to be honest. Is it
"Things that, if they are Dominion cards, do not have the Buddha nature"?

Because then, ex falsum quodlibet, everything that is not a Dominion card would be a yes according to Liopoil's rule. So Co0kieL0rd just has to name a thing that is a no and not a Dominion card, like the Eiffel Tower. I don't think this helps us.
I read Liopoil's rule guess to be "Every Dominion card is a no," ie. there are no yes's.  I assumed that this was Liopoil trying to do exactly what I am trying to do now, and force Co0kieL0rd to name a yes card.

I will try to be clearer than Liopoil:
Rule Guess: Every card or Event from Dominion (or any expansion thereof) is a no.

When you play an inherited Estate with Manor in the game, with this wording, I think what happens is you choose +1 Card or +1 Buy first and then do what the inherited Estate does. Or do you get to choose the order in which you execute those two thngs?
I think you would do the +1 Card or whatever first.  But I think you want it to become an Action type as well, right?

So the text you want might be "In games using this, Estates gain the Action type, and may be played for your choice of +1 Card or +1 Buy."  For the sake of things like Ironworks.  (Or do you want them not to be Action-Victory?)

To me, this just looks like a dull collection of all of the vanilla bonuses lumped together on a card. Maybe its fine at 8, maybe not. But it certainly isn't the exciting sort of card that I would hope for if I'm going to be playing with something that costs 8. Grand market is fine, but I don't think the game is in need of a grand market+.

I wouldn't have said this, except that a lot of people are discussing the card as if it is interesting and that pushed me toward pointing out that this card is very simple and, besides bridging the simplest of the prosperity and guilds expansion themes, does nothing new.
But you have to have some vanilla cards.  Lost City doesn't do anything new either, but DXV saw fit to include it.  I like it.  It should be called something else, though, all $8 cards begin with P.  P-Diddy?  Pope?

Is it?  It feels pretty decent to me.  A village which is your choice of 3 things - vanilla Village, point-gaining Lab, point-gaining Market Square.  In that late game that feels pretty strong to me, I dunno.  I don't think it's OP, but I wouldn't say it's weak.

I played this today IRL in 3p.  The other two went for a strongish engine involving Hunting Grounds, Throne Room, Lost Arts and Shanty Town with a payload involving Swamp Hag (admittedly no trashing, which doesn't help the engine, but meh).

I took 15 of the 20 Curses, I think I misplayed it pretty badly (my first time with it), but still won by at least 30 points.  That puts a tick next to this combo in my book.

While I agree with the whole "when you play better, you're in a better mood; and when you're in a better mood, you play better" thing, this doesn't explain why I feel that 90% of the games in which both my opening buys missed my first shuffle occur either back-to-back or very close to each other.  Luck does come and go in streaks on Goko, and I would love to be convinced otherwise (preferably with actual empirical evidence).
There are two different factors at play here.
1) You feel better, you play better.
2) Humans are very bad at recognising true randomness.

If you are setting aside 1) for now, the answer to your story is 2).  True randomness can be expected to produce clustering as you describe - and you remember the times when it happens because it feels weird.  That makes you think it is happening more often than it is.  Moreover, statistics say that such clustering should happen pretty often - much more often than our (misguided) intuition would have us believe.  The combination of confirmation bias and incorrect expectation leads people to think that things aren't random when they are.

Presumably because it doesn't induce a particularly strong emotion.  If you win a bit, lose a bit, you're not feeling anything about that. 
But if you win a lot or lose a lot, you feel either pretty happy or pretty sad/angry.  And we tend to remember things that induced such emotions more easily than things that didn't trigger an emotional response.

The same thing happens in Hearthstone, for what it's worth.  And I agree with Adam, it's definitely correlated with mood.  A few consecutive losses and you get super-frustrated and start to `tilt' towards playing badly.

I think this is why I do better with brand new decks.  I'm not expecting to do well with a new deck-type that I'm just learning, so I don't get frustrated at the odd loss, so I play better.

I hope that's enough.  My apologies for such a painful one.  I feel there's been some unfortunate luck in what people have guessed, certain Yes cards would have made it pretty clear.

I'm starting to think it has something to do with the ratio of the price of the card to the number of cards it affects in a player's deck/hand/discard/etc.
I'd feel bad if I let you go down that path.  It's not anything like that.

No.  I can't give a very good counterexample because I don't know the histories well enough, but I think Chapel was mostly unchanged (DXV says it was once "trash any number", but that's probably minor in terms of effect on gameplay, the trashing happens so early.).  But Chapel is a Yes.

I worry that I've made this too hard; it does require some out-of-the-box thinking.  If people would like a hint I can provide one, either minor or major.

That's with Co0kieL0rd's interpretation of not allowing 5s if you collect exactly 5.

With my interpretation:
"If you have $6 at any point during your buy phase this turn, then at the end of your buy phase, if you did not buy an Usurer this turn, return all bought cards to the supply."

These wordings cause problems with cards that put bought or gained cards somewhere else than the discard pile: Nomad Camp, Watchtower, Royal Seal and, most of all, Inn. Even if it wasn't for these cards, the phrases you suggested are awkward as hell. To be fair, Usurer is awkward per se.

Inn is particularly terrible, I didn't think of it.  I think the rest could be managed, but I agree those are nasty interactions.

How about:
"Immediately after you have finished playing Treasures in this turn's buy phase, you must buy a Usurer if possible."

Then any conflict is resolved automatically by the standard rule, "whenever two things happen to you at once, you decide the order".  With this wording you have trouble if you've played two of them in one turn - you shouldn't have to buy 2 Usurers if you've played 2.  So maybe add a "once per turn".

A reasonable solution would be that you choose the order of cards you have to buy until you bought every card you have to buy or you can't buy such a card due to the lack of money or buys first, after that you can buy cards as usual.
So in your example you could either decide to buy Usurer first and would fail to buy the other card for 3$, or you decide the other card first and you would fail to buy Usurer.
I agree that this is the best thing, but I don't see a way of getting it on the card.  If we had a separate rulebook to resolve the issue it would be great, but ideally we want everything on the card.
Sadly putting "The first card you buy this turn must be X" on any card is really in conflict with the ideal philosophy, which is, as you say, "just buy all the cards that you're forced to buy before you buy anything else."
