I just thought of this: some Kingdom cards could have "In games using this" abilities like "In games using this, at the start of your turn, +1 buy" or something. Could be interesting.
That is essentially what a lot of these cards are. A rewording of Junk Collector could be, "In games using this, you may buy cards from the trash, or you may spend a buy and any number of $ during your buy phase to trash that number of cards from your hand."

So, the presence of Junk Dealer essentially allows you to buy from the trash? Not sure I like that.

Recruiter allows you to get Duchies for $4 without putting them in your deck, unless Servant Mat contents do not go into your deck at the end of the game. Either way, specify.

Enchanter seems a bit pricey to me, since I rarely find that a single player has an overwhelming majority of any action card, so much so that they would be willing to spend $5 just to (temporarily) power up that card. And why not just say, “When you play a card on whose pile the hex token is, each other player gains a Curse”? After all, there’s only one hex token, right?

Overall, great ideas. Interesting concept and well-implemented.

When you trash Rats, X is still in limbo, being looked at, and isn't in your deck. So, you draw the next card in your deck, and then discard X.

If you're going to use Masquerade with Rats, remember to only send a Rats to your opponent if you played the Masquerade; otherwise, he's just going to trash it and draw a card.
Nitpick: I think it's more accurate to say, "remember to only send a Rats to your opponent if he did not play the Masquerade." In a 2-player game, these statements are equivalent, but in a 3-player game, for example, it's fine to pass a Rats to the person on your left if the person on your right was the Masquerade player.

What I like about this card is that you will probably buy it early-/mid-game, but it is most useful late-game. Definitely interesting, and certainly on the powerful side of $2 cards.

Scout isn't a useless card, just a niche card. In the rare case that there are useful half-VP cards in a kingdom, or when you are rushing a 3-pile, alt-VP ending, it can give your deck a cheap and powerful drawing boost. But in many games, its value lies not in its ability to pick up useless Victory cards, but in its ability to re-order the deck. If Scout is out on a board with Mystic or Wishing Well, it's almost definitely worthwhile to buy one or two for its indirect drawing bonus, but even if you just have trouble getting your Villages with your Smithies, Scout can help you set up that combo. Also, Scout is a pretty unique card in that it becomes more powerful during the greening stage, slightly dampening the burden that Victory cards place on your deck, so if you have a mid-sized deck and the greening process really hurts you, Scout could be a nice option.

I know this isn't what the OP is asking, but I always feel the need to challenge bad reputations.

All attacks which give +1 Action would definitely need to be in the set, meaning Spy, Minion, Urchin, Familiar, and Scrying Pool. I would suggest that Pillage and Marauder should also be in there, since a way to get some money is important. I would also say that on average, the cards should be relatively cheap, and also relatively mild, since otherwise everyone would be too bogged down to get anything. Here's my suggestion:

Spy
Minion
Urchin
Familiar
Scrying Pool
Pillage
Marauder
Swindler
Noble Brigand
Cultist
Cutpurse
