Game Reports / The delicate timing of a goons game

Hello everyone.  I am wondering how the experts would approach this game:

It was a goons game with a lot options.  I learned not to open with WV even though I'll need it.  I opened silver/silver because I thought getting up to 6 early would be the determining factor (I think it was).  But here are my questions:

-Would it have sped me up getting to 6 if I had opened with courtyard?
-Was tactician a good play here?
-When would have been the best time to pull the trigger and try to empty estates as pile three?
-Do you have a preference between WV and Bazaars?

So, I recognize that this forum generally considered Council Room and Governor as mediocre cards.  However, Laboratory and Smithy are usually seen as effective cards.

My question is, isn't governor (at least it's +cards option) a laboratory, that then gives a card to both players?  Isn't council room a smithy (with a +buy), that then gives a card to both players?  So, why does giving your opponent a card hurt so much?
