I kinda like the idea of certain cards always bringing out certain contractors. Which i think Is what I would do here probably.
I dunno exactly how the mechanic should work. Should there be contractors specific cards add and thats it? Should there be that and general contractors that are always there when a cards gains contractors for more choice? Should it just do the latter? Hard to say. Cause for example this contractor wouldn't work very well without only coming with this card.

Opinions on changing my card to make gaining provinces less likely with cost reduction? Should I do the basic "non-victory" limitation or something else?

I'm not sure if you need to change it just for this interaction, but IMO the simplest change would be to just replace the $7 limit by $6. There's very few cards costing $7, so the difference rarely matters without cost reduction. And according to the wiki, there's no official gainer with a $7 cost limit, the highest explicit cost limit is $6 (Smugglers, Wish).

Unrelated question: How does the card work when you use a Villager with more cards in play than the cost limit? Do you gain a card with that cost (i.e. a $7 card with more than 7 cards in play in your current version), or do you not gain a card at all?

My submission is Cryptid Hunter with the non-supply pile Bigfoot. Cryptid hunter is a useful treasure player and trasher, but there is no super easy way to trigger the buy portion. In a nice engine with good action payload it can be pretty easy to do so and put a nice action into your hand. The downside of course is in the late game you'll be spending coins on things other than victory cards, but if Bigfoot is an important part of your engine doing so may be necessary to fuel it. This is weird so if it has problems or is trash someone tell me. Bigfoot pile has 10 cards

fwiw my card changes when any supply pile is empty not just it's own, you might have known that but it was hard to tell.

My entry is art gallery. Early on it functions as a Laboratory to help draw those precious cards, but then the art movement changes! It then functions as a Bazaar to help generate money and play all those actions you have!

Made it cheaper and removed the in-built tracking mechanism, assuming one could easily find their own way to do that.
