The object of Power Grid is to supply the most cities with power when someone's network gains a predetermined size. However, as plants are purchased, newer, more efficient plants become available, so by merely purchasing, you're potentially allowing others access to superior equipment.
Additionally, players must acquire the raw materials (coal, oil, garbage, and uranium) needed to power said plants (except for the 'renewable' windfarm/ solar plants, which require no fuel), making it a constant struggle to upgrade your plants for maximum efficiency while still retaining enough wealth to quickly expand your network to get the cheapest routes.

I'm still a bit fuzzy on the rescource thing, but it looks like the price for a rescource is whatever box it's in. The number above the box is the price? So essentially, the more of a rescource available, the cheaper it'll be because it'll slowly extend to the smaller-numbered boxes?

Should be $7... it's hard to see the two under the little brown markers, but there are 2 coal still at $2, and then one at $3.
