I'm thinking it would be fun to create a list of short pro tips for all the cards that people can quickly reference. Something like this:
Cellar
DO: Village Smithy type engines
DON'T: Militia
TRAP: Tunnel, Slogs (yes you have lots of crap to discard, but you'll draw mostly crap)
Chapel
DON'T: slogs, Copper is good
Moat
DO: 3 or 4 player games with attacks
DON'T: 2 player games with attacks
TRAP: building an Village/Smithy engine with this (eg Festival/Moat)
Chancellor
DO: Stash, Familiar
Village
DO: big terminal draw and a +buy
DON'T: Big Money, Slogs
TRAP: big terminal draw without +buy
Woodcutter
DO: desperate for a +buy in an engine
Workshop
DO: slogs, rushes and engines with cheap components
DON'T: Big Money

Might be useful. At least couldn't hurt.
One disagreement:
Moat
DON'T: 2 player games with attacks
It's not as good as in 3-4 players, but it's still worth it enough of the time that I wouldn't call it a "DON'T".
The trouble with these is that we'll get caught in edge-cases, but I don't think this is an edge case. Moat is at least an above-average cheap terminal when there are strong attacks around.

Uh, disagree heartily. Cellar works will Tunnel, not as well as some other things, but it's decent. And yeah, Cellar can be pretty key in slogs. Not like the best, but I certainly wouldn't use the word "trap."

DO: Expect arguments to break out when you do.
Note: I actually don't think this is a bad idea. But there's not going to be much that we can't say "depends on the board" about.

Man, so many don't listed for Chapel so far. That card must seriously suck, I guess.
I'm not pro enough to really contribute, but I can at least add this one:

(Also I think this is a really good idea. When complete, it might make for a nice front page article, maybe. Perhaps with a short summary paragraph for each card, and one article per expansion)

What constitutes "Pro"? Goko 6000+ or iso 40+? ;)
Edit:
My single biggest pro-tip: Do not ever blindly see Card X and say "OMG Card X OP" and go with that strategy. Take a minute to evaluate the board and make a decision of your strategy after careful considering the potential interactions present, because all of us know that in dominion, it depends on the board

I like it. These forums are full of knowledge, but you have to be pretty dedicated to find it. The existing summaries help a lot, and we could definitely use more.
I'd prefer a more web-oriented implementation: links to illustrative games, strategy articles, etc. With a bare list, I can imagine a new player seeing "Saboteur: DON'T" and going "wtf? Saboteur can trash Colonies. These guys are on crack."
