Here are some cards! What one other card can be added that will make the list complete?

Counting House
Explorer
Ironworks
Jack of All Trades
Library
Pawn
Watchtower

Honorable mention: Ill-Gotten Gains

EDIT: Also Ruined Library! And Band of Misfits, I guess.

I didn't think of xroads which would work just as well as my answer, but my answer is governor

Ah! That verifies it for me then.

These are cards which are capable of replacing themselves with a Treasure in hand (and no change to handsize), as a terminal action. Either by gaining it in hand, or by drawing exactly 1 card ("up to N" if you have N before playing the card).

But if that's the rule, then most terminal drawers will work, e.g. Smithy drawing a Silver, nothing else because your deck is empty.

So just add that (i.e. "..., regardless of how many cards are available to draw") as a restriction :P

My thought was: terminals that can leave your hand the same size it started. Explorer fits this all the time. For Jack, Library, Watchtower, it depends on your initial hand size. For Ironworks, you need to gain a victory non-action card (as otherwise it's non-terminal). For Pawn, you must choose +1 card +1 $/buy.

Masquerade fits if you choose to trash a card. Crossroads fits if you have one victory card in hand and it's not your first play of Crossroads.

Zahlman, you are exactly right, including the pedantic restriction! (Well, my formulation of the rule didn't have the treasure stipulation, but there doesn't seem to be anything that would fit my rule and not fit your narrower rule.)

True! I didn't think of Vault. The technicality I had in mind to keep out Smithy, etc., was that it should work no matter what's in your deck (as long as there's enough).

That's a fine technicality.
