If I play a Scheme at the start of my turn (e.g. Royal Galley), and then I discard my Highwayman from play, can I use my Scheme to put the Highwayman on my deck (and immediately draw it)? Or does Scheme only apply to clean-up?

This question technically also applies to 2022 Herbalist, although I'm pretty sure there's no way to discard a treasure prematurely.

I don't see why this shouldn't work. Scheme does not mention anything about only working in Clean-Up

Yes, Scheme is not limited to Clean-up.

Follow up question: Can Scheme top deck the same Action card several times during a turn or just once?

The way it is phrased it could act on the chosen card throughout the turn without explicitly limiting it to only once, so the question is really whether it looses track of the card when it is top decked.

I'd say that for it to apply again, the card needs to move from top of the deck into play (maybe via intermediate steps), which causes the Scheme to loose track. So if you played Scheme only once, then it can't topdeck the same Highwayman again, because it doesn't know it's the same Highwayman.

Pretty sure that Scheme triggers when you discard a card; you don't choose a card when you play Scheme.
The intended meaning would be the same as Herbalist:
"Once this turn, when you discard an Action card from play, you may put it onto your deck."

The newest Hinterlands rulebook supports this:
"Scheme: ... set up an effect to happen later in the turn; once, when you discard an Action card from play, you can put it onto your deck."
