Title: Discard-Timing from Village Green

So, if i play Village Green in another players turn:

immediately: i will get 1 Card and discard the vg within my opponents clean-up?
as duration: it stays in my play area, giving me 1 Card & 2 Actions at start of my turn (will have 3 actions now) and will be discarded in this cleanup phase of myself?

Yes. In fact, if you choose to get the effect now, you will both draw a card and get +2 Actions, but those will disappear at the end of your opponent's turn so you will probably not get to do anything with them.
