Horn. Especially because it's easier to get Lantern after Horn than it is the other way around.

Lantern is the better effect in a vacuum, particularly when you have several Border Guards, but I almost always pick Horn.

Horn is the one you pick first.
Lantern is the one you really want.

its tough to say which is better.
