This opens our long series of "do special stuff you wouldn't normally do and get 2VP for it". Does opening with 2 terminals suddenly become more appealing? No. What are you even talking about? Who needs 2VP chip in their second shuffle? That's right. Are you done talking to youself yet? Good. You know, I have an post-inspiring blurb to write here, and it has to go better than last time. Ha, as if!

So is this ever more than a consolation prize? Probably not. It's still nice to have a consolation prize.

Let's move on to the really important questions:
- Would you ever not play an action you'd normally play in order to get more VP?
- How much weaker does this make Looters?
- What is the fastest way to drain the VP from this, and is "draining VP from Landmarks" now a new puzzle category?

Yes this makes opening with two terminals better!

And I get irritated when people play their Necropolises on turn 1 or turn 2, and this stops that from happening.

Winning the "2 VP Landmark" split is fairly important. Just winning by one is more point differential than a Duchy buy. A 10-2 split is like an extra Province for yourself. I wouldn't understate the value of these events.

This makes terminal collision suck less, obviously. I think some terminals you open 2 of normally are more tempting with this. Double Steward, Amulet, Ambassador, etc come to mind. Arena is also good to use early Villages / Cantrips you bought but don't actually need this turn.

If you buy Villa can you trigger this twice (or more) per turn?

Sort of a general question about Landmarks, not specific to Arena:
Why make this a Landmark and not an Event?  Couldn't the same thing be accomplished with an Event, if you put the +1 Buy on it?

EDIT: Landmarks like this don't cost a Buy, do they?

Well, there are certainly Landmarks that don't work as Events. So Landmarks have to exist. And then it's just preference I think. Making this an Event would require replacing "At the start of your buy phase" with "once per turn" and adding "+1 buy". I think the main reason against this is that putting +1 buy on this card seems hard with all the text it already has. That, and there are other Landmarks like this that don't work as well as Events, so it's more consistent to make them all Landmarks.

Landmarks don't cost anything.
