It's probably really weak compared to Throne Room. $3 isn't much less than $4.
Also, not sure if "as a result" is clearly defined. If card you played was Thone Room or Antechamber, and you play Smithy with that, does it count as drawing cards as a result of playing it?

Seems 'broken' with Envoy, if broken is even possible. It's a bargain bin Throne Room, which is pretty awful.

I'd ohrase it as 'if you did not increase your hand size', maybe?

Envoy is a trick to get around the limitation, but it's certainly not broken with it; it just makes it slightly cheaper to buy Throne Room when you want to use it with Envoy.
I think if you wanted to do some sort of limited Throne Room, then the natural limitation would be based on card cost.
"Choose an Action card in your hand costing less than $5. Play it twice."
But again, it just seems weak. Maybe it could cost $2, but even then, a nerfed Throne Room isn't that exciting.

I think a nerfed throne room could be made interesting by adding a vanilla bonus. My suggestion would be "+1 card" or "+$1"

Or where Fortress (http://wiki.dominionstrategy.com/index.php/Fortress) is identical to Village (http://wiki.dominionstrategy.com/index.php/Village)?

If you take mail-mi's version and then price it at $2, I think it starts to approach interesting. That's what I would try first.

1. Not at all, because there is no other Victory 2 in the game.
2. Heck yes, I jump at every additional reason to hate on Fortress, it's one of my least favorite Dominion cards.

It's a card name. With my Chrome extension installed, it makes sense to link pretty much all the card names.
