Presenting an all new way to lose against Rebuild! Or I might be onto something...
Until the Duchies run out, mill Duchies.
I'm on mobile so I won't explain my 'elaborate' thought process behind this.
But think about it, man!

Some of us play IRL...
But I haven't tested this. We'll call it a hypothesis.

It's a good strategy sometimes. If you're in a position to run the Duchy pile out and prevent a player with Estates from upgrading them, it can be a winning play.

Isn't the most effective way to mill duchies to use rebuild yourself?

It's a good idea in Rebuild mirror when your opponent is buying Estates for some reason. But in that case you can just humiliate them in the chat instead.

If you have two Duplicates on the mat, a Rebuild, and 3 Duchies left on the board with no possible way of purchasing one or Rebuilding an Estate, you can deny the opponent the rest of them by Milling a Duchy for Duchy. Be forewarned that the opponent will now go Rebuild-BM and try to buy a Province or two, which ends up being worth a whole lot more than a Rebuilded Duchy > Province, so be quick with the pileout.

Intentionally holding off Duchy -> Province to make sure all your Estates convert is often a good move. Intentionally holding off on Province upgrades to mill the rest of the Duchies with rebuild is also a potentially good move. Making your opponent stuck with Estates really screws them up!

Actually winning the Duchy split can be huge. If you get 5 Duchies and your opponent only has three, you're more likely to get more points.
I actually did this one game. I had 4 Duchies. My opponent had three. I played rebuild on my Duchy and instead grabbed a Duchy to deny my opponent from getting it. I won that game handily due to my Duchy lead. If I hadn't done that and just went for Province, the game would have likely been a toss up and my opponent would have had a much easier time winning.
