Title: is the card chosen by Scavenger public information?

i noticed that in the online implementation, the log tells me what card my opponent chose to put on top with Scavenger. Is this correct?

No; it's "look at" not "reveal." They may sometimes know anyway (e.g. if your discard pile has only one card in it).
