"Draws a variable number of cards" seems to fit so closely, while being so far off.

It's possible to play it to draw more cards than the cost of the card itself.

That can't be right.  I'm trying to figure out how to draw one Potion's worth of cards with Pool or Apothecary.

Ah yes:

My original answer sounded like "These cards can be played to draw more cards then their basic cost in coins".
"Basic" clause is to eliminate any cost reducing issues.
