Okay, it seems that we need to deal with the whole pubby/Brightgalrs saga. It kind of annoys me, but I'll try to reread to see what is going on there.
The seeds, it seems, are laid at #304 - pubby claims to be in a neighborhood with Daychat only. This seems pretty much unprompted. At this time Didds had claimed that the 7 dwarfs neighborhood was open at all times.
pubby's claim is ignored initially.
pubby, having been largely in a jokey mood before, get more into it in #388, explaining his scumread on Didds. Then reminds everyone of the Neighborhood claim in #401. Brightgalrs did not post in between from what i can see.
Then, in +405, Brightgalrs replies and uses the (supposed) fact that the Neighborhoods have different times of being open as evidence against Didds. This does not make much sense to begin with, even less with what we learn after.
It#s worthwile to note that at #414, Galzria suggests that the evidence could be used against pubby just as well as against Didds. This is an interesting point, considering that Brightgalrs switched from pubby to Didds.
At #420, pubby explains his theory that the 7 dwarfs Neighbohood is actually the scum QT. This is a pretty ridiculous theory, but it's out there enough that i feel scum wouldn't come up with it. he also proceeds to call the scumteam.

At the start of D2, Brightgalrs suddenly comes in with suspicion on pubby. This is probably worth quoting so here:
I'm pretty sure pubby is scum.
Our neighborhood actually does have night chat, it was originally a mistake I made, but pubby obviously went with it. But here's the thing, after learning that it was a mistake, basically during yesterday's twilight, he says in the QT, paraphrasing, that it's a good thing if scum thinks our neighborhood only has day chat, because it makes us less threatening. It's such a stupid argument, I have to conclude he was trying to convince me of that so it wouldn't look strange when he avoids admitting the error.
He also suggested that we expand the neighborhood by adding faust. This points to faust being scum as well (with pubby suggesting we invite them so no one else can read the QT which is pretty incriminating).
His roleclaim (which he claimed in QT) is also not what I would expect from pubby and was pretty vague.
The whole pubby being "hated" thing has nothing to do with this, but is pretty convenient.
As for my role, I started in a neighborhood with no one in it and a cap at 2. Then each night I can choose to expand the cap by 2 or not. I (and anyone in the neighborhood) invites people during the day. You can either accept or reject the invite. And being in the neighborhood has some benefit which hasn't exactly been figured out yet.
The neighborhood has two more spots so I've invited Galzria and WestCoastDidds to confirm all this. Sorry, but I have to act fast since pubby himself can invite anyone he chooses, and as I said, there's limited spots.
So the reason pubby is scum is... Brightgalrs did not like an argument pubby did. Plus apparently some claim-related things that we're supposed to take on good faith. No thanks.
pubby then comes up with a convoluted way for Didds to prove she has Dachat to disprove his own convoluted theory. This at least looks like genuine information-gathering there, and if he really believed what he claimed is the right way to go about things.
All in all... there is a whole lot of nothing here. pubby is town unless Birghtgalrs (or others who now have access to the QT I guess) wants to share details about what makes his claim unbelievable.
