But not strictly better, because the spinoff can have a different cost than the expansion.

I believe this is false.  To my knowledge, discards are hidden.  The only exception* is with Halikarnassos, but Hali can only look at the discard when he builds the wonder that lets him do it.  He cannot check the discard before deciding whether to build the wonder.

*that is, in the base game.  The Leaders expansion adds a leader (Solomon) with the same power.

I'm pretty sure that eHalc is right.  You can only look through it once you build your wonder.  and you can't totally track it, you don't know what people buried in their wonder

FWIW, I don't think anyone has discarded any cards yet?  I might have missed it though; I'm no following closely.  If you build that wonder at the end of the age, thre is a decent amount of tracking you can do.  Usually you can figure out everyone's hands and what they are likely to build. ;)

It's never explicitly stated that the discard pile is hidden information. However, considering the Halikarnassos power explicitly lets you look through the discard pile, and all discards are face down, the reasonable assumption from that is that discards are secret.

He actually does get to choose from cards discarded on the same turn he builds the wonder.

I'm fairly certain Tables, AHoppy, and eHalc are all right. At least, that's how we played it the last time I was Halikarnassos on here.
