By far the most options and control I've seen. And it will also bias created games toward "fun" games. (different types and values of cards, rather than being totally random)

Do you really want the generator to decide for you that it isn't worth having Chancellor or Coppersmith?
Not trying to advertise my own generator too much, but it has similar options for creating a balanced set, just without the heavy bias towards some cards.
http://qbba.co.nf/dominion/It always first generates a random set, then checks if any of the requirements are not met, and if necessary adds one (randomly) with the needed property.
An example of random kingdom with options:
http://qbba.co.nf/dominion/kingdom.php?...This uses only 2 sets (balanced distribution), has at least 1x 5-cost, 1x interactive, 1x 'village', 1x draw, 1x gainer/+buy, 1x trasher.
Note that obviously there will be some bias towards some cards, because if you require 5 properties, there's less chance for the ones that don't fulfill these to get in.
Also, the properties are given generously. "Ironmonger", "Herald" are villages, "Moat", "Young Witch" are draw, "Island" is trashing,
it isn't always a strong card of these groups.
