If someone is rude I think it's ok to tell them, but don't trash talk to people. Someone slow played me and I posted the log, but I didn't start a vendetta. Lists are bad though.

While a list is probably a bad idea, I don't think there's anything wrong with mentioning the name of the person who slow-rolled you. That has been done on the forums occasionally and it hasn't really caused any problems.

What is really frustrating is I would not expect it from the higher ranked players. I am still going... s/he is playing one coin at a time during their turn.

If they did it once or twice there may have been a strategic reason for them playing one coin at a time, unless you mean the coins from Guilds which you can only play one of them at a time.

No... this was on purpose... I understand playing one coin at a time when you want to disguise what was in your hand. This was done just so that they could have more time before timing out. I guess I talked them down in the chat as the game is now over.

This depends at least somewhat on what you mean by "higher-ranked."  I'd be shocked to see that sort of behavior in someone at 5500+, which I would consider high, but you might consider 4000 to be high.

The individual was ranked was in the 5400 range... and they are now banned in the extension. Thanks for the advice!
