I'm not familiar with many Ballards, let alone powerful ones from the 80s.  Taking a very quick look at the Wikipedia list, I think Samuel James Ballard might be a good pick.  As a Vice-Admiral in the Royal Navy he was probably powerful.  He was active in the 1780s and it looks like he had several notable military achievements during his service at that time.

These guys probably weren't around in the 80s, but if you want modern power ballards, you likely can't go wrong with Ballard Power Systems.

Edit:  Somehow I had never heard Alice Cooper's Poison before.  That is a most interesting and elegant set of chord progressions.

I always liked how "Sister Christian" begins and ends real slow. That is fine hump-shaped song right there.

I can't really think of Queen doing power ballads. "Who Wants to Live Forever" does swell magnificently, though I do get tired of that song after about 45 seconds.

And, well, "Total Eclipse of the Heart." It redefines bombastic.
