Nobody has speculated about the treasure village yet? The only way I can see this working is as a Treasure-Duration, where it gives you (say) +1 action at the start of your next turn. The direct comparison would be to Fishing Village, which is also a duration providing money and actions. IIRC Fishing Village once gave +2 actions on the next turn and that was reduced to +1 actions, but the treasure village can't give actions this turn, so hey maybe it gives +2 actions the next turn to net about the same amount. If its treasure value is $2, then historical evidence suggests that it'd be priced $5 or higher (since strictly-better-than-Silvers tend to get priced at that level). My guess is maybe $3 for $1-this-turn-plus-2-actions-next-turn, or $5 for $2-this-turn-plus-1-action-next-turn. The former is more promoting of engines, while the latter is more promoting of terminal-heavy money strategies. I wouldn't be surprised if the actual card is more distinct from Fishing Village.
