Title: How many Smugglers is too many?

Just played this extremely Smuggler-friendly game:

It felt like I wanted to just keep on buying Smugglers, but my opponent stopped as he was going to branch out for Provinces (which is clearly wrong on this board) so I also stopped buying them, but what if 2 players go for the same strategy here (Silk Road/Tunnel/Hamlet)? How many Smugglers would be too many then?
