But not strictly better, because the spinoff can have a different cost than the expansion.

BTW, shouldn't we be trying to minimize the number of questions or something? Otherwise, this just becomes "type lots and lots of questions arbitrarily" instead of "try to intelligently explore options", which seems more in the spirit of the game.
