New Player: What does "teching" mean?

Been reading this board as a new owner of Innovation and keep coming across the term "tech up" or "teching".  Forgive the stupid question:  What does that mean?

Drab Emordnilap:
Drawing cards from a higher age, in order to gain access to those cards sooner. Writing lets you tech up to Age 2.

While we are playing etymology games, "teching up" is a common term in RTS games, where upgrading a core building will give you access to all sorts of new higher quality units.

And then maybe the term is even older than that.

Civilization is several years older than Warcraft, yes.
