Well, people promise the cash at the moment because they know they wont have to pay anything until it reaches its target.

And if they reach 20m they actually don't have to deliver the deathstar, just more detailed plans.
So if they get a high enough total, just get someone to come along and pledge £19m and collect all the rest!
