Random city question

Sometimes people refer to "level 2 cities." When you make this reference, what are you referring to? Do cities start at level 1 or level 0?

Level 1 is when no supply piles are empty.
Level 2 is when 1 is.
Level 3 is when 2 are.
Are you familiar with the bonuses you get with Cities when 1 or 2 piles are empty?

i'm pretty sure gman knows how the card works. their question seemed focused on the usage of the 'level X' slang. personally, i think of it more along the lines of Level 0/1/2 myself, but i can see it both ways. whatever gets decided, i would encourage someone to add it to the glossary and city wiki pages.

I think of it in terms of level 1/2/3.

...spin-offs are still better for all of the previously cited reasons.
But not strictly better, because the spinoff can have a different cost than the expansion.

this is a good question! my own use is level 0, 1, 2 (which is the same as the number of empty piles). i thought this was everyone's -- I guess not!

Yeah, I know how the card works. I'm just curious as to what people mean. I've never heard anyone refer to level 3 or level 0 cities when they're talking about it, just level 2. So, I always find myself wondering which side of the ambiguity the speaker is on.

I've always assumed 0/1/2.

Level 0 Cities are just...Cities.  So there's no need to specify a level.  Level 1 means partially activated and Level 2 means fully activated.

But I can totally see how someone would assume it goes 1/2/3, too.  Confusing!

I dunno, level 1 City just doesn't sound special or upgraded to me. But I also don't think I've ever had a problem figuring people out.

You have not debugged enough code if you think the answer to this question is obvious.

Also I'm considering changing my write-in to Basic/Stage 1/Stage 2 (Necropolis would be the baby form)

Looking back, if I use "Level 2 City" then I mean City with 2 empty piles, but if I say "Level 2 City" in a context where I have used the phrase "maxed-out City", I mean City with 1 empty pile.

I think 0/1/2 makes the most sense because it corresponds to the # of empty piles. But subconsciously, I associate the +2 Cards +2 Actions with level 2 sometimes.

I think I'll just start using Village/Powered up City/Maxed out City from now on.

Wow, I've always assumed that "Level 2 Cities" referred to when one pile was gone... It's almost scary that it's apparently so divided, with people making their own assumptions... now every post on here that talks about "Level 2 Cities" is ambiguous!

I'm a musician, so I have always assumed 1/2/3.  ;D

I suggest using roman numerals when talking about a City, they don't have a zero so it's impossible to get confused. City I, City II and City III?

Was always Level 1 and 2 for me. Cities /w no piles empty didn't get a level. Good question re: terminology.

I guess it's similar to the way different languages refer to stories, heck in Dutch we have two ways of referring to them:

The word "etage" is used for all stories including the bottom (street level) one, while the word "verdieping" is used from the first story up.
The "2nd etage" is the "1st verdieping", get it? :)

And it's analogous to indexers in computer languages. Some languages start arrays at index 0, some at 1.

I refer to level 1, 2 and 3 Cities, but don't really know why, just seems more natural to me, but it's more personal than I thought.

As a coder, counting always starts at 0. So I go 0/1/2.
And the numbers match the piles. Level 0/ 0 Piles, etc.
