I think this card is quite funny yet does have some utility:

Province Dancing
Action $8

+1 Card, +1 Action
You may trash this card. If you do, gain a card cost up to $8.

You don't have to buy it in the endgame. You can buy it *instead* of provinces and be immune to greening. Chapel Big Money basically becomes the Golden Deck without Bishop. Cute, though.

This is a very good point.  Now I wonder if it would be interesting to do it with Duchies instead.  Maybe something like this:

Aristocrat
$6 - Action
+1 Card
+1 Action
You may trash this card.  If you do, gain a card costing up to $6.

So the main purpose of it would be to pay a $1 premium on a Duchy that doesn't clog your deck, but that you have to redeem later on.  It's like a Great Hall that you have to trigger.  However, because of its cost, it has other uses as well.  It combos a bit with cost reducers (e.g. you would prefer having this than a green card in a Highway deck, and this can gain Province with enough price reduction).  You can also use it to gain other alt VP (Fairgrounds being the big one).  It might also be interesting for 3-pile scenarios with Duchy, particularly with Duchess or Border Village.  Rush this card and drain the pile, then immediately drain Duchy+Duchess/BV.

I actually think this sounds really cool.  Is it workable?  Broken?

Disturbingly easy to pile itself out (see: Aristocrat, Aristocrat, Watchtower).  Which may be a feature, not a bug, but I still don't like that.

Hm, maybe so.  Easy fix is to have it gain something other than itself.

Or costing up to $5. (Making the original cost $9 works similarly.)

How about not giving the cantrip (maybe just not give the +1 Action) if you gain a Card? That way, you cannot activate a lot on the same turn as easy (having an engine to do it its fine, I guess, since it involves additional strategy).

If you make the trash/gain mandatory upon playing, rather than having a "may" clause, then it will effectively be a dead card even before you cash in.  Rather potent for a Scrying Pool engine, but otherwise not that much better than having green aside from the intended dancing.  Of course, keep the "if you do" clause to prevent throne room shenanigans.

Too strong with quarry?

It still works with a cost reducer in play. There are several other solutions, though, like putting it back in the supply instead, forcing you to gain another card than it, or making it gain a card costing less.

"If you do" is present here, but not in feast.  If you don't trash it, you don't get to gain a card.  Example: mining village.
