I was surprised that this wasn't an attack. What better way to demonstrate the playable nature of ruins than by allowing them to be played the turn they're gained.

What card would best suit the effect.

I would think something like:

Wreckers
$5
Action-Attack-Looter
Each player (including you) gains a Ruins, putting it in his hand
Choose one; Reveal a Ruins from your hand and play it 3 times, or reveal a card from your hand and return any number of cards with the same type to the supply.

I like it, it reminds me of the curser I submitted to the design contest:

Action-Attack
Choose 1: trash any number of cards from your hand and gain a Curse, putting it in your hand; or trash up to one Curse from your hand, and each other player gains a Curse, putting it in his hand.

I like the idea of using Ruins the same way. You can gain a Ruins and then return 2 estates or 4 coppers if you felt like it. This seems more balanced than the other "gain a ruins, use it 3 times" card I've seen.
