I'm pretty sure it's Rats. What other card can you use to trash something to gain a card worth $4 more? Even Expand can't do that and it costs almost twice as much AND it's a terminal.

Altar.

Also, HoP (up to 6 more).

Ok fair enough but Altar is a terminal and to get a colony with HoP you have to trash the HoP. Rats is a cantrip and not only do you not trash it, you actually get more Ratses. This is clearly the best card ever.

IT'S LIKE UPGRADE BUT BETTER.

I remember when I first got Intrigue, I refused to use Upgrade, because I was afraid of hands where I wouldn't want to trash anything.

I remember when I first got Intrigue, I refused to use Upgrade because it wasn't Minion or Torturer. When all you have is Intrigue, Upgrade is a fairly inessential card.

Transmute can turn Estates into Gold, and Poor Houses/Ruins/Necropoli into Duchies.

Heck, Transmuting an Overgrown Estate gives you a boost of $5!

Well, you have to find something for it to be strictly better than.


To go back to the fundamental question behind the thread, let's talk about strictly better cards at equal cost. If you argue that Potion = Silver, you can say that Alchemist is strictly better than Lab at essentially equal cost. You could also argue $4=$3 for cards you don't need multiples of (generally terminals), making Nomad Camp strictly better than Woodcutter and Scavenger strictly better than Chancellor.
