This list was compiled pretty soon after Governor was released.  I definitely ranked it very high, much much higher than I would today.  It's a cool, fun card to play when you're starting to use it.  After hundreds of games, it's far more frustrating.

At this point with sets I'd probably go:
1. Cornucopia
2. Prosperity
3. Hinterlands
4. Seaside
5. Alchemy
6. Base
7. Intrigue
It changes every once in awhile, and it's hard to rank Seaside. Duration is my favorite mechanic, but I dislike roughly half the set, and Ghost Ship/Ambassador are probably my two least favorite cards in the entire game. I agree with everything chwhite said about Cornucopia - it's easily my favorite, and it would take a lot for either of these last two expansions to dethrone it.

Wharf and Laboratory are great cards to have in most decks, but what about them is inherently fun to play?  You draw some cards.  That's it.  There's nothing they do in terms of the process of play that a whole lot of other cards don't also do for you.  (Well, okay, Wharf gets points because it's a duration card, and those are cool generally, but still.)

Wharf I can absolutely see, though. It is really, really satisfying, whether online or IRL, to know those extra cards are coming. For me, it actually makes waiting through an opponent's turn more enjoyable. Plus, "man, I really shouldn't have bought a Wharf here" is a thought that has run through probably nobody's head. Not many cards have that distinction.

I ranked Lab pretty high. I agree it's less powerful than Hunting Party, but that's part of why it's more fun.  Hunting Party games are stupid and dull.  It's not an engine - it's just HP+Silver+Gold+one terminal.  Rinse and repeat.  Those games bore me to tears.

Lab, on the other hand, because it's a bit less powerful, is simply a good card in many many games.  It helps to enable a lot of different strategies.  And it almost never hurts you.  Maybe that's damning with faint praise, but there aren't too many cards in the game like that.

Lab is also the first time you discover that YOU CAN DRAW YOUR WHOLE DECK !!!

Then of course, you realize that 7 coppers is a bit shy of a Province, but it's a wonderful feeling. I still love Lab for nostalgic reasons, whereas Hunting Party is just boring, especially IRL.

To clarify, I don't believe Hunting Party belongs here either, and was just using it as a comparative example of how flavorless Lab is. HP may be a personal favorite, but I agree that it is not very exciting. I would rather a slot go to something more unique/interesting. Tactician would probably get my vote.

I would find it impossible to rate the expansions - I love them all for different reasons.  Base has all those, well, basic cards, and it has Chapel!  Intrigue spices things up just enough, and how can you hate a set with Bridge, Trading Post, and Harem?  I even like Saboteur - he's deliciously malicious.  Seaside is just heaps of awesome, though Ghost Ship prevents it from being the all out favorite (curse you, Ghost Ship!).  I've always liked Alchemy, and never understood why people get so pissy about the Potion cost.  Prosperity is another heap of awesome, but having Grand Market in every game would get dull after a while.  Cornucopia has such wacky cards - Tournament, Jester, and even Harvest just make the game more quirky.  Hinterlands has cards that just make me giddy - I love Fool's Gold way too much, and I'll get Border Village even when I don't need to, like BV/Lab or BV/Stables - I mean, it's $1 Village - of course I'll take one!  As for the Promos, the only ones I'd seriously consider getting would be Envoy (because it's serious enough - unlike the nonsense of Black Market and Stash) and Governor (because it's actually kind of good).

Oh man. I can't believe I missed on the card ranking for a second time! Big props to Qvist for organising it. I'll be here for when we do it including DA cards!

For my two cents

1. Hinterlands
2. Intrigue
3. Base
4. Prosperity
5. Cornucopia
6. Seaside
7. Alchemy

The ones in bold are the ones I actually own and thus play with the most. Prosperity and Seaside have some awesome cards, but on the whole I don't appreciate them as much.
