At first I thought it had something to do with "when played, can trash cards other than those in the player's hand", but Ambassador doesn't fit. Could be something along this line however.

Edit: Oh, and Mountebank doesn't fit either.

Hint #1:

These cards can be subdivided into two discrete categories, like so:

noble brigand, swindler, masquerade, thief, jester, ambassador, mountebank, saboteur, pirate ship, bishop

mining village, feast, embargo, treasure map.

The missing card fits in the first category.

Answer: These are all the cards that can return one player's gamestate to its starting state; 3 estates, 7 coppers, nothing else. At least, that's what I had in mind.

Trash it when your opponent gains a Province and there are no Golds left in the supply.
So we can include gainers : play many cost-reducers (bridge, highway...), play any card "gain a card costing up to..." (including trashers for benefit) to gain a province, and yours opponents will be able to trash their FG's and return their deck to starting state.
EDIT : Ooops, nooo, because they can't return their deck with the "gainer card" alone, they need FG's !
