Patrol - Action/Reaction, $3
+1 action
Discard any number of cards from your hand, draw as many cards as you discarded.

You may reveal this card from your hand when you discard a card outside of your cleanup-phase. Either trash that card or put it on top of your deck.

Can anyone think of a wording that prevents this from working with discards of skipped cards like those set aside with hunting party?

That also stops many intended interactions, such as defending agains deck-inspection attacks, thief, etc.

For the action, just write the same text as cellar because it is the same action !
And for the reaction text, you can choose : "when you discard a card" "from your hand (during your turn)" (add it if you don't want if other players attack you with militia/minion..., but I think you don't want so).

There's the Tunnel model for detecting situations in which cards are discarded:
Quote
When you discard this other than during a Clean-up phase, you may reveal it. If you do, gain a Gold.
which could become "When you discard a card other than during a Clean-up phase, you may reveal this. If you do, either trash that card or put it on top of your deck."

You're going to have difficulty catching Fortune Teller but not Hunting Party.  Either interaction would make this an epic Copper trasher.

This should catch all attacks without letting you use it for Hunting Party. But do you want it to still work with Inn/Warehouse/Oasis/etc?

"When you discard a single card or when you discard two cards".  Volume is the problem, so make that the parameter?

I would suggest making it so that you have to discard the card (or set it aside) when you use its reaction.  Otherwise it is not only a perfect counter to Fortune Teller, it turns it into a "trash all the coppers you want!" non-attack.
