Simulation tournament - Governor

This is going to be a slightly special tournament. The purpose is to find the best way to play Governor.

What do I need from you:
-a bot with Governor as the only action card
-play rules for the Governor which I will implement separately for each entry

Who wins:
-the bot that performs best in the mirror (Province game, random start) wins the tournament

What do you win:
-your play rules will be implemented in the next release of the simulator (yes, that might be a while...)
-respect from your fellow simulators/players

Post your entry in this thread.

The play rules need to be fairly simple (but complete) or I won't (be able to) implement them. You can use pseudo-code or even write your own java code that I can insert. Something along these lines :
    * remodel a Gold to a Province
       * if that fails and 3 or less Provinces left in the supply draw 3 cards
          * if that fails, gain a Gold
          
If there is a problem with your play rules, I might contact you to correct it.

What might be an interesting "hack" implementation would be to make the play rule drop-down list include (at least) 3 strategies: always gain gold, always draw, and always remodel. Then if you have multiple buy rules for Governor, the play rules specify that you use the play rule for the Governor with the highest buy priority.

That way, users can do something like have a "buy rule" at the top that says something like "buy governor if [in action phase] and [gold in hand] and [at least 3 governors in deck], which will allow the governor to be played for the remodel in this situation, and default to some other play rule if the conditions aren't met (by having a different rule selected for the place where you actually buy governors).

Are you allowed to specify other cards in the kingdom; i.e., specifying that you can gain Silk Roads from Silver when opponents trash Gold -> Province?

And by base here, I assume you mean the cards that are included in every game (no platinum, colony, potion, yes?) and nothing else. In which case I'm going to include at least one irrelevant play rule, for defensively trashing 4-cost cards.

Sorry nothing from me. I can't even see governors adding much value to a deck once you start silver/silver. The partner cards from a 10 card kingdom seem most important.
