Is double Haggler the obvious play here?

I started 4/3 with a Steward/Farming Village hoping to thin my deck quickly.  My opponent opened 5/2 and bought a Haggler/nothing.  By turn 8 they were playing both Hagglers and buying Gold/City/City, and from that point on it was over.

How should I have played differently?

Haggler is a pretty strong open as long as there is something you want (or at least don't mind having) at either the $4 or $5 price point. In this case farming villages. So the 5/2 split is probably better. I think your open of steward/farming village is wrong. You want to get to $5 yourself and the village does not help there. Also if you're looking to trash estates with steward, farming village skips over them. I think that's probably the biggest thing that decided this game.

I probably would've opened FV/Cutpurse honestly. This board is going to play fast, but with no real +buy, and a lack of real +draw, I think a variation of BM is going to beat an engine. Especially when you did yourself no favors by helping him amp up his cities. Note on turn 3, FV+CP would have netted you a gold, AND prevented him from buying his own FV (which  coincidentally, allowed him to play both Hagglers later on, instead of just one.

He got a better jump with 5/2, no doubt - but you spent most your time trying to catch up and mirror, which ultimately just helped him more. Had you forced him to power up his own cities, his deck would've been stronger eventually (although without a second pile gone, not noticeably), but you could've gotten a good VP lead. Remember, All the Hagglers ok the world can't snag him free VP cards.

With Cutpurse you also have a good chance at really hurting a Haggler hand; if you cut him down from $4 to $3, then playing Haggler most of the time would be actively detrimental (though not in this case because there was Pearl Diver at $2).

This is a slightly unusual kingdom since it has steward combos at cost 3 and 4 that you can pick up with the haggler with 4 to spend. This strengthens the haggler. I don't think you needed to buy a peddler ahead of gold or buy any cities at all.

I also think money is the way to counter the Cities here, at least against the 5/2 from second position. I'm not sure if the City is really a trap, with Steward to tidy up and Haggler to not make the City-buys too big of a waste in the beginning. But you are behind anyway, and the City is not that strong, so I think I would not take it and hope for the best.

Now if BigMoney, I think a Cutpurse for the beginning is a good call, on Haggler turns it might hurt twice. I think the second terminal would be a Haggler there's nothing really interesting here, second Cutpurse does not help against Steward, and Haggler can give some additional Silvers or Golds.
