treasury gets topdecked at launch

I am playing a game with both treasury and launch (117955657).
Whenever I buy a launch, my treasuries get topdecked immediately.
I am confused by this, because in my mind, launch doesn't "end the buy phase", but rather reverts to the action phase. Is this a bug or am I wrong about the rule?

Launch does end your Buy phase.

Once upon a time returning to your action phase with stuff like Villa, Cavalry and now Launch didn't count as ending your buy phase, but this ruling got changed.
