"The first Treasure played does nothing", does that affect every time it's replayed as well? If Specialist attempts to play a Gold twice (no other Treasures played), does it get $0 or $3?

I would imagine that it must be like Elder... even though the literal words appear to refer to a specific card; in reality it's referring to the specific act of playing a card... thus only the first play of the treasure would be affected. Same as Moat; it doesn't protect you from all plays of the given action card; only of the specific playing that you reveal Moat to.

It's referring to that play of the card; replaying the card will work.

Actually Highwayman is exactly like Enchantress and Ways: You do something else (which in the case of Highwayman is nothing) instead of following the card's instructions. This is not exactly the same as Elder, since Elder still makes you follow the card's instructions.

The practical difference is that Highwayman, Enchantress and Ways can "override" each other. From the rulebook notes about Highwayman: "If the Treasure is also an Action, a Way (from Menagerie) can still be used on it, and Enchantress (from Empires) can still work on it; the player who played the Treasure decides which effect applies."

I specifically meant like Elder in the way that I described in the rest of my post; that it is referring to the act of playing a card even though it uses "a/the card" to describe such. While Enchantress is indeed the same effect as Highwayman, it uses the unambiguous wording that refers to the next time a card is played, rather than the next card that is played wording that caused the need to ask this question in the first place... the same question that had to be asked previously about Elder because Elder also uses the wording that sounds like it could be talking about the card rather than the playing of the card.
