Following JL Austin here, I'm going to say that "Thread Locked" constitutes a performative utterance and is therefore not truth-evaluable.

While it is true that you decreeing the thread locked makes it so, it is also true that realities can shift the meaning of words as the community comes to understand them differently. “Locked” then becomes unmoored form it’s previous meaning and subject to our shifting collective understandings. Understandings like “Joth is not the boss of me,” unless, of course, he is.
