Aki played Highway as Lighthouse (Way of the Mouse) on her last turn.  I have $7.

Can I buy a Province?  (Does Province cost $7 or $8?)

I'm pretty sure the answer is yes - per the rules for Ways, text that is below the line on cards that are used for Ways remains in effect, and per the rules for Way of the Mouse, since the set-aside card is a Duration the Highway has to stay out as long as the Lighthouse would.

Correct.  Highway's cost reduction remains in effect until the end of the person who played it's next turn - for all players, since, unlike Bridge Troll, there's no "on your turns" clause (since, of course, before Menagerie there was no way for Highway to stay out after your turn, it would've been redundant to put such a clause on the card).  Conversely, since Lighthouse's protection against attacks is a below-the-line one, playing Way of the Mouse as Lighthouse does not protect you - all you get is the +$1 on each turn, making it far less valuable
