Yes.  So, if you have extra buys, you can use them to buy a Copper, trash with Watchtower, and increase your spending power by $2 per Priest in play.  Technically, it even applies during your Night phase if you trash with a card such as Monastery.  Of course, you can't actually use that money, but technically it's there

You can use the money with Black Market. You can play that during the Night phase with Innovation + a night-gainer, or some other complicated ways (Caravan Guard + Mouse + opponent's Black Cat + a night gainer).

Note that generated from action cards is no different from generated from treasure cards; it all goes to the same "pool" of that you can spend, whether you got that during your buy phase or your action phase doesn't matter.
