Way of the Mouse "Unused Action"

When Way of the Mouse refers to "an unused Action", does that include non-supply Actions like Horse, Imp, or one of the $3 Travellers?

The FAQ elaborates: "Set aside any unused Action kingdom card...".

Horses, Imps, etc are not Kingdom cards, so would not be options.

I think that should have been on the card. Compare with Young Witch. But I guess Donald prioritized big letters ahead of accuracy.
