Fisherman's cost is interesting.  It would combo nicely with cards like Watchtower, or with Way of the Seal in play, and extra buys, since otherwise the cost reduction would only apply to the first Fisherman you bought

Also makes 2/5 > 5/2 most of the time, which makes me more interested in the variant where you set the order of your initial deck, or where everyone's initial deck has the same order.

Alternatively, you could draw your deck then gain the Fisherman instead of buying it, then draw it before gaining another. You might be able to streamline that, given each freshly-gained Fisherman you draw can itself be used to draw the next.

The best Peddler comparison is actual Peddler.

Peddler
Normal price:
Semi discount: requires 3 actions in play, can buy as many as you have buys for each
Maximum discount: requires 4 actions in play, can buy as many as you have buys for no

Fisherman
Normal price:
Semi discount: requires empty discard pile, can only buy one for
Maximum discount: requires empty discard plus a topdecker, price is still each

This one just feels gimmicky without adding anything interesting to the game. Probably my least favorite of the Menagerie additions along with the cards that let you Exile Provinces.

My first Fisherman game I opened 5/2 and my opponent opened 2/5.  Now I hate Fisherman.

My first Fisherman game I opened 5/2 and my opponent opened 2/5.  Now I hate Fisherman.

Yeah, I don't particularly like when the order of an opening matters, but there are some things that do that. It is annoying but a necessary evil I guess, as I'm not sure of a way to make these cards function the same and also somehow get rid of the opening split difference. I'm sure there are more, but off the top of my head, I'm thinking of all of these being different on a 3/4 vs 4/3: Cathedral, Silk Merchant, and Sinister Plot.

I agree with faust; fisherman is pointless. Every other new card seems great, though.
