When I play an Action card, does the number of unused Actions I have decrement before or after the Action card is resolved? I assume before?

The counter is decremented before it starts resolving. Might be important if that Action card is a Black Market or Storyteller and you have a Diadem to play.

Naturally you can only spend resources that you have. The other way around would be pretty weird as it would allow you to play non-terminals while not having any Actions.
