He's saying that it only benifits you to have one. if you draw both in a hand, there's no cards that cost

Already addressed in bold. LittleFish gave one good reason why it's generally bad. It's also just a card that you really don't want to have to have in your deck in general; due to its limited use.

I do remember a game where I built up a nice engine; then towards the end I spent one turn buying a bunch of Potions, so that on the next turn I could buy a bunch of Vineyards.

There were people who wanted to feel like everything in the set involved Potions. For those people, Herbalist's connection was sufficient.

It's not that it's not useful in multiples; it's that it doesn't specifically let you make use of multiples without any support, like cantrips treasures and VP cards do.
