Encampment in Black Market

If you can't show a Gold or a Plunder, Encampment gets set aside until end of turn, then is returned to the supply.  However, it's impossible to return it to the supply, as it came out of the Black Market.

What happens to it?  Does it remain in a "Set Aside" limbo for the rest of the game?  (I guess Prince with a Duration or one-shot sets a precedent for this.)

Yes.

And presumably it returns to your deck at the end of the game?

It never left your deck, if by deck you mean "the cards that belong to you and are counted for scoring purposes". Setting aside cards never takes them out of your deck, it just removes them from your draw/discard/hand/in-play areas.

But isn't your "deck" technically just the draw pile?

"Deck" is used in 2 different ways in Dominion. It can mean "your draw pile" or "the collection of all cards you have". The latter is what matters for scoring.
